Details: She fell in love on third letter, was very sincere, asked for money on fifth letter for visa and airline tickets to come to USA to get married and have family. I asked her personal questions and she would never answer any of them. She asked me to send her $2500.00 US through western union to start visa process and buy tickets. I questioned her several times on the validity of her money requests and she started telling me stories of her terrible home life and some unbelievable personal things. I was suspicious from the beginning and finally told her so. She became angry, and immediately changed her money request tactics to now she needed money to pay her internet cafe' bill of $100.00 per month, I told her no and she quit writing altogether. This woman can be very sincere and people should be very cautious of her, she is a real pro.

A few days later, I Incidentally found that I was deceived by this woman. I searched via www.google.com and other internet search engines, and I input some words such as Elena Vasileva, liar, scam, scammer, etc., and I found that there were many Internet Marriage Scammers and their profiles and scamming stories are published on many websites, and Elena Vasileva was one of them. The amount of Internet Scammers is amazing according to materials published on the websites! There are too many scammers!!!-----hundreds or thousands or even more (including those coming from Ukraine and other former USSR republics), and Elena Vasileva is only one of them! This is really a big problem at present.
No matter how sophisticated and professional Elena Vasileva was, the police can also find her. She withdrew the money through Western Union Affiliate in Russian Federation with her own valid ID card or passport, and I think that this is a very useful clue to find her or identify her. Otherwise, if she or he withdrew the money with a fake ID card or passport, the Western Union Affiliate should undertake certain liability, and at the same times, she or he has committed another crime--- to forge or use a forged certificate.
It is a misfortune that I had consulted with Russia Embassy in China when this woman asked me for money for the first time, but I had not received any reply. I had searched on the internet about Elena Vasileva many times before I decided to remit her money. Unfortunately, I found nothing evil about this woman. After I had just remitted her money several days, I found the cases about Internet Marriage Scamming, and then I realized that I must be deceived by this woman. Fortunately and unfortunately, I proved that I had been definitely deceived by her until I found her scamming stories and photos with other men on the internet.
I know little about Russian law, and I think that Miss Elena Vasileva might have committed a crime in accordance with the Laws of Russia Federation. Because she has also deceived other men according to the materials published on the internet and she was exposed as a scammer on www.romancescam.com. She not only deceived USD$150(1200 Chinese Yuan) from me, and she might have also deceived much more from others. The accumulated amount might be not less USD$250(2000 Chinese Yuan), and this is minimum amount for criminal case in accordance with Chinese Criminal Law.
As an adult, reasonable and well educated man, I am not angry about this trifle matter, and I think, first of all, that I must find useful method to solve the problem. So I decide to ask you for help. According to modern Public International Law, Russia Authority can exercise jurisdiction over such matters, I think, since Miss Elena Vasileva is a Russian citizen and she should be living in Russia.
I can only speak English and Chinese, and I can’t find local police station website because the website may be in Russian. Hence, please forward my complaint to local police station.
Another reason why I write you is that I wish that Russian governmental organs would pay much more attention on Internet Crimes. Internet Crimes are new forms of crimes arising in the internet era, and criminals commit their crimes usually through or with assistance of internet and sometimes even in the names of other people or with photos of others, and those crimes are much more difficult to detect. Another legal issue is the conflicts of jurisdictions of countries concerned, including positive and negative conflicts. So, international conventions and international co-operations are very necessary.
Terrorism, which violates basic principles of human beings and of international society, has become an international crime which enabled UN members to endorse several international conventions on suppression of terrorism. Similarly, Internet Crimes have crossed traditional borders and boundaries, and have also become international crimes. These crimes can be erased only through effective international co-operations. Sometimes, terrorists spread terrorist information with the assistance of internet, too.
Just like the Five Principles of Peaceful Co-Existence are widely accepted by international society in spite that many nations have very different social, political and legal systems, and cultural backgrounds. Peoples of different nations having very different values, social and cultural backgrounds and opinions share almost same basic values: Most peoples treasure honesty, sincerity and loyalty. Any civilized nation will never tolerate deceit, dishonesty and disloyalty. We should not tolerate the fast spreading of Internet Crimes which have hindered greatly normal intercourse between peoples and among nations.
In my eyes, Russia is one of the most excellent nations in the world, and Russian literatures and arts have impressed a lot of Chinese people. Many old Chinese people have “Russia plots” because when they were young, China and Russia kept a good relationship and friendship, and some of them could speak Russian in stead of English.
In spite that Miss Elena Vasileva deceived me and others, and I still believe that there are still many and many good, kind people in Russia. However, we can not ignore the fact, that the most minority scammers have ruined and are ruining the very good image and reputation of Russia and Russian people in the world, and this is one of my main purposes to let you know these trifle things as the great President, and I wish that Russian government and other judicial organs could take more forceful measures to erase those crimes in order to restore a clear and clean Russian society. Just like an old Chinese saying goes: “Do not do anything evil in spite of it being very small, and do something good in spite of it being very small.” After things getting worse, it may need much more energy and time to handle it. Internet Marriage Scam which is only one of many Internet Crimes, deceive money from others and the every sum of money is very small, and it is extremely trifle comparing with many other international affairs and pressing Russian domestic affairs, but those scammers usually never stop their crimes until they are put into prison or detained. So I ask the authority to prevent them from continuing crime. My main purpose is to stop their crimes with your kind help.
I wish that I could receive your kind reply if it were possible. One reason is to certify that you have received this letter, and another is to let me know exactly whether and how this kind of problems can be resolved at present.

After having exchanged emails and photos for several months, this woman asked me to send her money in late March 2006 for the second time and she said that she could not afford the expenses in internet Café where she often emailed me.
Considering the amount is very small and I had mailed her two letters to the place that she told me, I sympathized her for the poor financial situation and I finally decided to remit her One Hundred US Dollars via Western Union Affiliate.

A few days later, I Incidentally found that I was deceived by this woman. I searched via www.google.com and other internet search engines, and I input some words such as Elena Vasileva, liar, scam, scammer, etc., and I found that there were many Internet Marriage Scammers and their profiles and scamming stories are published on many websites, and Elena Vasileva was one of them. The amount of Internet Scammers is amazing according to materials published on the websites! There are too many scammers!!!-----hundreds or thousands or even more (including those coming from Ukraine and other former USSR republics), and Elena Vasileva is only one of them! This is really a big problem at present.
No matter how sophisticated and professional Elena Vasileva was, the police can also find her. She withdrew the money through Western Union Affiliate in Russian Federation with her own valid ID card or passport, and I think that this is a very useful clue to find her or identify her. Otherwise, if she or he withdrew the money with a fake ID card or passport, the Western Union Affiliate should undertake certain liability, and at the same times, she or he has committed another crime--- to forge or use a forged certificate.
It is a misfortune that I had consulted with Russia Embassy in China when this woman asked me for money for the first time, but I had not received any reply. I had searched on the internet about Elena Vasileva many times before I decided to remit her money. Unfortunately, I found nothing evil about this woman. After I had just remitted her money several days, I found the cases about Internet Marriage Scamming, and then I realized that I must be deceived by this woman. Fortunately and unfortunately, I proved that I had been definitely deceived by her until I found her scamming stories and photos with other men on the internet.
I know little about Russian law, and I think that Miss Elena Vasileva might have committed a crime in accordance with the Laws of Russia Federation. Because she has also deceived other men according to the materials published on the internet and she was exposed as a scammer on www.romancescam.com. She not only deceived USD$150(1200 Chinese Yuan) from me, and she might have also deceived much more from others. The accumulated amount might be not less USD$250(2000 Chinese Yuan), and this is minimum amount for criminal case in accordance with Chinese Criminal Law.
As an adult, reasonable and well educated man, I am not angry about this trifle matter, and I think, first of all, that I must find useful method to solve the problem. So I decide to ask you for help. According to modern Public International Law, Russia Authority can exercise jurisdiction over such matters, I think, since Miss Elena Vasileva is a Russian citizen and she should be living in Russia.
I can only speak English and Chinese, and I can’t find local police station website because the website may be in Russian. Hence, please forward my complaint to local police station.
Another reason why I write you is that I wish that Russian governmental organs would pay much more attention on Internet Crimes. Internet Crimes are new forms of crimes arising in the internet era, and criminals commit their crimes usually through or with assistance of internet and sometimes even in the names of other people or with photos of others, and those crimes are much more difficult to detect. Another legal issue is the conflicts of jurisdictions of countries concerned, including positive and negative conflicts. So, international conventions and international co-operations are very necessary.
Terrorism, which violates basic principles of human beings and of international society, has become an international crime which enabled UN members to endorse several international conventions on suppression of terrorism. Similarly, Internet Crimes have crossed traditional borders and boundaries, and have also become international crimes. These crimes can be erased only through effective international co-operations. Sometimes, terrorists spread terrorist information with the assistance of internet, too.
Just like the Five Principles of Peaceful Co-Existence are widely accepted by international society in spite that many nations have very different social, political and legal systems, and cultural backgrounds. Peoples of different nations having very different values, social and cultural backgrounds and opinions share almost same basic values: Most peoples treasure honesty, sincerity and loyalty. Any civilized nation will never tolerate deceit, dishonesty and disloyalty. We should not tolerate the fast spreading of Internet Crimes which have hindered greatly normal intercourse between peoples and among nations.
In my eyes, Russia is one of the most excellent nations in the world, and Russian literatures and arts have impressed a lot of Chinese people. Many old Chinese people have “Russia plots” because when they were young, China and Russia kept a good relationship and friendship, and some of them could speak Russian in stead of English.
In spite that Miss Elena Vasileva deceived me and others, and I still believe that there are still many and many good, kind people in Russia. However, we can not ignore the fact, that the most minority scammers have ruined and are ruining the very good image and reputation of Russia and Russian people in the world, and this is one of my main purposes to let you know these trifle things as the great President, and I wish that Russian government and other judicial organs could take more forceful measures to erase those crimes in order to restore a clear and clean Russian society. Just like an old Chinese saying goes: “Do not do anything evil in spite of it being very small, and do something good in spite of it being very small.” After things getting worse, it may need much more energy and time to handle it. Internet Marriage Scam which is only one of many Internet Crimes, deceive money from others and the every sum of money is very small, and it is extremely trifle comparing with many other international affairs and pressing Russian domestic affairs, but those scammers usually never stop their crimes until they are put into prison or detained. So I ask the authority to prevent them from continuing crime. My main purpose is to stop their crimes with your kind help.
I wish that I could receive your kind reply if it were possible. One reason is to certify that you have received this letter, and another is to let me know exactly whether and how this kind of problems can be resolved at present.
