Many scammers called a this man "the uncle".Many scammers as Elena Zhikulina alias Olga Komarova alias Tatyana Surikova alias Olga Ozhiganova alias olga loskutova and 20 alias more.Really are different scammers.
If you know a girl,do no send money.The scammers prefer western union.

Could be the classic case of "sold photos" to local mafia in Y.O. She probably has no idea where her photos are being used.She probably gets a "cash up-front" payment ,or a commission on moneys obtained from the fraudulent activities.Sure they "know", but often they don't care as they are often not directly involved. Sad but true. Not an excuse, but a reason....money for existence. I don't condone it, just accept it.
